I don't know what "on passing conditions" means, but I assume it's probably about COVID-19. A native speaker trying to communicate clearly might say something like: Please consider extending your lease. Because of COVID-19, we're allowing you to extend your lease for an indefinite period. I'm really not sure that's exactly what your landlord is trying to say, but it's something like that. Basically, your landlord doesn't want you to move out of the space you're renting.
