If water is leaking through my ceiling, do I have the right to move?
I would consult your tenant law in your state. In Arizona, one would only have a defense against an eviction order if you have put in the request for the repairs and they haven't completed them within a reasonable timeframe (but the damage basically has to make the place unlivable). Notice that this doesn't technically excuse you from paying rent, but rather when they take you to court because you didn't pay your rent you can bring this up as your defense.
